Council of Ministers approves aid to alleviate damage from heavy rains and flooding in agricultural and livestock production.
The Council of Ministers has approved in its meeting today, a royal decree regulating the direct concession of assistance to alleviate the damage to crops and livestock due to a rainstorm and floods in the autonomous communities of the Principality de Asturias, Galicia, Cantabria and the Basque Country, as reported by the Delegation of the Government in Euskadi.

The Plan includes additional measures to those adopted by the Council of Ministers last June 25 and affect areas of the Ministries of Environment and Rural and Marine Affairs, Interior, Economy and Finance and Development. It complements the emergency works already undertaken by the Ministries of Development and Environment and Rural and Marine Affairs in various roads and coastal areas affected by the storm.
The agreement stipulates that the Ministry of the Interior, through the Directorate General of Civil Protection and Emergency dealt with as soon as possible the procedures for the granting of aid and subsidies should be granted pursuant to Royal Decree 307/2005, 18 March, using, where appropriate, urgent processing possibilities provided for in the legislation of common administrative procedure.
The Ministry of Environment and Rural and Marine for its part, has dealt a Royal Decree, approved by this Councilof Ministers, in establishing a help line to compensate for damage not covered by the insurance policy under the combined agricultural insurance system, which have taken place in agricultural and livestock farms located in the Autonomous Communities affected.
Also, the MARM carry out the action, to enable owners of agricultural holdings and livestock in the affected areas have access to any of the sublines of Line "Liquidity ICO-2010, in accordance with the Agreement between the ICO and the Ministry of Environment and Rural and Marine Environment to be implement, in relation to this line of mediation ICO.
To this end, if the maximum budget allocation provided to comply with the prescribed Convention is inadequate to meet the demand for loans in the Autonomous Communities included in this Agreement, the said Ministry will promote the changes within the available budget, are necessary to that these loans will benefit from the support measures contained in that Convention.
In addition, the Ministry of Environment and Rural and Marine Affairs will give priority in proceedings to develop directly in the territorial areas of the Autonomous Communities, and within its available budget, to the actions of restoration and recovery of infrastructure affected rrred by the exceptional weather events.
